The first congestion pricing plan in the United States was launched in New York, charging most drivers $9 a day to enter Midtown and Lower Manhattan during rush hour. The long-debated project, which has brought together both supporters and detractors, is expected to raise between $500 million and $800 million a year to fund repairs and improvements to the city’s aging public transportation system.
